Our Principals

James P Rooney, Jr

Prior to forming Valkyrie, Mr. Rooney was CEO of Pendragon Energy Partners, Inc., an operating oil and gas company that he founded in 1992. In a series of partnerships with a major life insurance company, Pendragon successfully acquired, operated, and developed oil and gas properties. Mr. Rooney had previously been a principal of Resource Programs, Inc. (RPI), a registered investment advisor focused exclusively on direct oil and gas investments. At RPI he comprehensively evaluated hundreds of direct equity investments on behalf of most major investment banks, private banks and trust departments. Mr. Rooney also co-founded RPI’s institutional affiliate, which originated and managed direct oil and gas investments on behalf of major pension funds. He has a B.A. from Williams College, and graduate degrees in Economics from Oxford University and Columbia University.

Rene Garza

 Mr. Garza is a senior financial management professional with experience and expertise in all aspects of the domestic oil and gas exploration, production and marketing business. Since 1991 he has provided financial consulting services covering financing, divestitures, regulatory, tax and trading areas to clients ranging from small independents to majors. He had previously been a partner and the chief financial officer of a Houston based independent that conducted an active drilling program over a 6-year period. Mr. Garza began his energy career with Sanchez-O’Brien Oil & Gas Corporation, where he rapidly became Vice President-Finance overseeing a staff of 20. He was responsible for negotiating over $250 million in bank commitments, for arranging the private placement of bonds, and for partnership investments exceeding $80 million.
